Do You Really Know the Global Gag Rule?
The Global Gag Rule has been imposed and rescinded for over 40 years, with deadly consequences. The Global Gag Rule was first introduced in 1984 by President Reagan and has been rescinded by Democratic presidents and reimposed by Republican presidents ever since. The Global Gag Rule was historically applied to family planning funding within U.S. foreign assistance. In 2017, President Trump expanded the policy to include all global health assistance, affecting billions of dollars in programs, including HIV/AIDS, maternal and child health, malaria, and more. NGOs that complied with this policy couldn’t use their own non-U.S. funds to provide information, referrals, or services for legal abortion or to advocate for the liberalization of abortion laws. In 2026, the Trump Administration drastically expanded this policy further to apply to new issues, new entities, and new funding, effectively weaponizing all non-military U.S. foreign assistance.
Decades of research demonstrate that in years when the Gag Rule is in place, abortion rates increase, maternal and child deaths increase, and health systems are less effective. This new expansion will cause even greater harm.
